From August 13 to 14, a delegation of five from the Transportation Management Bureau (ONATRA) of the Democratic Republic of the Congo visited Qingdao for a two-day inspection and exchange, deeply understanding HRL’s business operations in the DRC. Huang Jingyi, Chairman of HRL, accompanied the discussions.
During the visit, HRL hosted an industry-oriented promotion meeting and collaborated with three partner companies—CRRC Shandong, CRRC Qingdao Sifang, and Chaohui Automation—to promote their business, aiming to strengthen cooperation and exchanges with transportation and logistics departments in African countries, further unlocking the benefits of “channels + trade + industry” linkage development.
Chairman Huang Jingyi first warmly welcomed the delegation and provided a detailed introduction to HRL’s operations, its business developments in the DRC, and future strategic planning in various African countries. She stated that Africa, as an emerging market, presents new opportunities for Qingdao enterprises to “go global.” By developing a long-term market in Africa, the two regions can complement each other’s advantages, continuously showcasing industrial agglomeration effects, and making cooperation and win-win situations key points for enhancing the quality and growth of Qingdao’s foreign trade and investment cooperation.
As a leading logistics enterprise in China, HRL began its layout in the African market in 2007. With rich experience in shipping and logistics, HRL has been deeply rooted in Africa for many years, achieving remarkable results in agriculture, engineering, trade, and providing logistics supply chain services for a series of influential projects.
In June 2019, a delegation of the DRC’s presidential advisor and the president of the DRC National Shipping Company visited HRL, where both parties signed a memorandum of international cooperation, covering container shipping, international trade, and ship agency aspects.
In December 2019, HRL and the DRC National Shipping Company signed the “China Regional Exclusive Agency Agreement.”
On September 1, 2023, the Multimodal Transport Cargo Management Bureau of the Democratic Republic of the Congo officially authorized HRL as the global agent for FERI/AD in the DRC, issuing official global shipping, air, and land electronic cargo tracking documents.
On June 18, 2024, the certification for HRL’s African regulatory warehouse officially commenced operations.

HRL can directly handle electronic cargo tracking services for 24 African countries, keeping a close watch on African consultations, assisting clients in smooth customs clearance for export. It provides product compliance assessment services for overseas customers in various countries and regions, such as Gabon, Cameroon, Côte d’Ivoire, Nigeria, etc. The certified HRL African regulatory warehouse offers comprehensive logistics services from African mines to designated delivery locations in China, including mine pick-up, land transportation via dump trucks/rail/flats to warehouses, unloading, repackaging, warehousing, bonded logistics, sea freight, customs clearance, and delivery. It provides one-stop quality technical services covering the entire import supply chain from African mines and ports to unloading ports in China, including weight and quality inspection. It offers inspection certification and logistics one-stop services in fields such as raw material imports and exports in Africa, agricultural product imports and exports, large equipment, and aid materials to Africa.
In the future, HRL will continue to adhere to the corporate philosophy of sincerity, specialization, and aspiration, continually expanding its business in Africa, accelerating its steps to go global, and enhancing the safety and convenience of import and export enterprises in trade with Africa, with a focus on high-level logistics cooperation and strengthening Sino-African economic and trade connections.
